Project Description
The development involves a privately owned, three-storey luxury villa on Lots 32 and 33 (Parcel 41) within the Pearns Point master-planned community. The villa may be supplemented in the future with ancillary structures such as a spa, pool house, and guest suite. Vehicular access will be via internal estate roads connected to Jennings Main Road and Hermitage Road.

Site Setting and Environmental Context

The villa is sited on a prominent coastal headland within a low-density residential zone, featuring direct marine frontage. Recent storms have caused beach erosion and periodic inundation along the tombolo connecting the headland to Pearn Hill, emphasizing the need for resilient siting, coastal setbacks, and elevated finished floor levels. Preliminary geotechnical, topographic, and excavation surveys identified subsurface features, including a cave system beneath the headland.

Infrastructure and Utilities
The project will be serviced by a combination of on-site and national infrastructure systems:

• Electricity: Supplied via the national grid through existing/planned utility corridors.

• Water Supply: Groundwater abstraction supplemented by on-site reverse osmosis (RO) desalination, ensuring a reliable potable water source.

• Wastewater Treatment: On-site system using a Kingspan Klargester Biodisc (RBC) with septic tank.

• Effluent Management: Proposed reuse for irrigation or alternative disposal subject to regulatory approval.

• Desalination (RO) System: The RO system will treat abstracted groundwater to potable standards. The process will generate a concentrated brine stream, which will require appropriate management to prevent adverse environmental impacts.

Public Comment on the Ariadine Villa EIA, Pearn’s Point

I strongly object to the approval of the proposed Ariadine Villa on Lots 32 and 33 at Pearn’s Point.

This objection is not only about one villa. It is about the wider pattern of development already taking place at Pearn’s Point, and the cumulative destruction of a coastline of exceptional natural, scenic, and ecological value.

The wider Pearn’s Point development has already caused serious and permanent alteration to parts of the coastline. Existing villas have required heavy machinery, excavation, land reshaping, vegetation removal, and major interference with the natural coastal landscape in order to make the sites buildable. These are not low-impact interventions. They have changed the form of the land, damaged the natural character of the area, and altered a coastline that should have been treated with extreme care.

The environmental harm is not limited to the individual footprint of each house. Coastal systems function as connected systems. Removing shore vegetation, changing slopes and drainage, compacting and cutting land, altering rainwater accumulation and runoff, and reshaping the natural ground can affect erosion, sand movement, sediment deposition, impact storm resilience, and the health of nearby beaches. These impacts cannot be honestly assessed villa by villa as though each project exists in isolation.

This area also has high natural value in an already overdeveloped region. Coastal vegetation is not decorative. It stabilizes land, slows runoff, filters sediment, protects beaches, and provides habitat. Beaches and headlands are not empty real estate. They are part of a living coastal system, a public landscape, and a natural inheritance. The ongoing loss of access for the local population adds another serious concern: a coastline that belongs to the identity and beauty of Antigua is being increasingly enclosed, privatized, and transformed for exclusive private use.

The proposed Ariadine Villa on the red rock headland must therefore be considered in this larger context. It is not merely “one more villa.” It is another step along the same destructive path: high-impact construction imposed on a sensitive coastal landscape, with permanent consequences for landform, vegetation, habitat, drainage, erosion patterns, visual character, and public value.

The EIA itself acknowledges serious warning signs at this site, including recent beach erosion, periodic inundation of the tombolo connecting the headland to Pearn Hill, and the presence of subsurface cave features beneath the headland. These facts should trigger caution, not approval. A prominent red-rock coastal landmark, surrounded by turquoise waters and already exposed to erosion and inundation, is not an appropriate location for a three-storey luxury villa with potential future ancillary structures such as a spa, pool house, and guest suite.

There are also unresolved concerns around groundwater abstraction, reverse osmosis desalination, brine disposal, wastewater treatment, effluent reuse or disposal, construction runoff, excavation impacts, and the risk of sediment or pollutant movement into the marine environment. These issues are especially concerning on a headland with caves, direct marine frontage, storm exposure, and already disturbed surrounding coastal systems.

For these reasons, the EIA should not be accepted as a narrow assessment of one private residence. The authorities must require a full cumulative impact assessment of the entire Pearn’s Point development and its already visible effects on the coastline, beaches, vegetation, drainage, habitat, public access, and marine environment.

I ask that approval for the Ariadine Villa be refused, or at minimum deferred, until the following are properly addressed:

1. A full cumulative environmental impact assessment of the wider Pearn’s Point development, including existing villas and land alterations already carried out.
2. Independent assessment of how previous and proposed land reshaping affects erosion, sand movement, sediment deposition, beach stability, and coastal resilience.
3. Full assessment of vegetation loss, especially shore vegetation needed for stabilization, habitat, runoff control, and beach protection.
4. Independent review of drainage, rainwater accumulation, runoff paths, sediment movement, and flood risk following existing and proposed site alterations.
5. Assessment of impacts on nesting sea turtles, coastal wildlife, and habitat connectivity.
6. Review of public coastal access and the cumulative privatization or obstruction of areas historically valued by the local population.
7. Independent geological and geotechnical assessment of the red rock headland, including the cave system beneath it.
8. Full marine impact assessment covering wastewater, effluent disposal or reuse, desalination brine, groundwater abstraction, construction runoff, excavation, and sedimentation.
9. A visual and landscape impact assessment from public viewpoints, the sea, nearby beaches, and surrounding coastline.
10. Serious consideration of whether the red rock headland and surrounding coastline should be protected as a natural, geological, scenic, ecological, or national landmark.

This is not responsible coastal development. It is the continued conversion of a fragile and beautiful natural coastline into private luxury real estate through heavy intervention and permanent alteration of the land.

The question is not whether this villa can be engineered onto the red rock headland. The question is whether Antigua should allow one of its most striking natural coastal landmarks to be destroyed piece by piece.

I urge the authorities to refuse approval and to protect what remains before the damage becomes irreversible.

I would be worried about the cave system and the water over the connection to the island. Too fragile to hold all that.

Sludge Storage, Handling and Disposal

Given the small scale of the development and site constraints, no on-site sludge treatment or drying facilities are proposed. Instead, desludging will be carried out by licensed contractors, with material transported to the APPROVED COOK’S SANITARY LANDFILL. Proper off-site handling is essential to avoid risks to groundwater quality and public health.
This alone should stop approval .
Cooks is now a Sanitary Landfill ?????. It has been upgraded ???

Cook’s is a sanitary Land Fill ??? Has it been upgraded ?? It has been a Toxic mess for years Obviously no one from this department has ever been there !!

This alone should stop this project unless the developers are requested assist to upgrade Cooks to a Sanitary Landfill
