Terminal Review of the UNEP-GEF Project Summary This report is a Terminal Review of a UNEP/GEF Project implemented between 2019 and 2024. The Project’s primary objective was to promote mainstreaming of Nationally Determined Contribution (NDC) monitoring, reporting and verification (MRV) into domestic systems and strengthen institutional capacity to enable routine, concurrent and participatory monitoring processes that enhance transparency under the Paris Agreement (PA). The review sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the Project, including their sustainability. The TR has two primary purposes: i) to provide evidence of results to meet accountability requirements, and ii) to promote operational improvement, learning and knowledge sharing through results and lessons learned among UNEP and main project partners.
