ADOMS Headquarters Environmental Impact Assessment The proposed Antigua and Barbuda Department of Marine Services and Merchant Shipping (ADOMS) Headquarters project involves the redevelopment of a previously underutilised waterfront site at Point Wharf, St. John’s. Located on low-lying land adjacent to the Fisheries Complex and within close proximity to St. John’s Harbour, the site was occupied by remnants of an old building, derelict vessels, and unstructured vegetaton. While not previously used by ADOMS, the location has been earmarked for the agency’s formalisation and growth as a key maritime regulator. The new headquarters will consolidate administrative and field operations into a single, purpose-built facility reflective of ADOMS’ evolving mandate. Site Conditions and Rationale The site is generally flat, with minor elevation variation. It is low-lying, with elevations generally below 1 metre above mean sea level (MSL), and in proximity to sensi/ve marine habitats including seagrass beds and a shallow coastal fringe. These features present inherent vulnerabilities to flooding, coastal inundation, and storm surge. These vulnerabilities—and their implications under climate change scenarios—have been key considerations in the siting, design, and risk mitigation strategy. The project footprint largely avoids marine encroachment and no excavation of the seabed is proposed, therefore, minimal in-water works are expected. Elevation benchmarks and floor heights will be informed by updated climate risk data, and further site fill may be required to meet those standards. Terms of Reference (TOR): UNCCD PRAIS National Project Assistant

Purpose & Objective of Consultancy The Terms of Reference is framed within the context of the United Nations Convention to Combat Desertification (UNCCD) 2018–2030 Strategic Framework, the Performance Review and Assessment of Implementation System (PRAIS) reporting mechanism, and the Barbados Programme of Action (BPoA) for the Sustainable Development of Small Island Developing States (SIDS). The purpose of the Project Assistant post is to assist in supporting the planning and implementation of activities/processes, ensuring quality and results by: – Providing support to the UNCCD Focal Point in facilitating the capture, compilation and population of the PRAIS portal. -Supporting planning, monitoring and evaluation activities of the project, under the supervision of the UNCCD Focal Point. -Provide a report on the BPOA. Hurricane Shutter Registration Opens for Pensioners and Low-Income Homes The Department of Environment is pleased to announce the registration process for hurricane shutters aimed at supporting pensioners and low-income households in strengthening their resilience ahead of the hurricane season. As part of this initiative, low-income homes will receive three (3) polycarbonate sheets free of charge, while additional sheets may be purchased at a subsidized cost of $62.50 per sheet, with a maximum of six (6) sheets per household. Registration will take place on the 13th and 20th September 2025, between 9:00 a.m. and 1:00 p.m. at the Department of Environment. The polycarbonate sheets measure 6.8’ x 8’ and are available in a variety of colours including Transparent, White, Blue, Grey, Yellow, Orange, Red, and Green. To register, applicants must present the following: – A valid Government-issued ID – A letter verifying Low-Income status from Cabinet, a Parliamentarian, Pastor, or Social Services – Pensioner’s Card (for retirees) – A copy of their electricity bill (printed or digital) – Window measurements (if cutting services are required) – Personal transportation to collect sheets   The Department of Environment encourages all eligible pensioners and low-income households to take advantage of this opportunity to enhance their hurricane preparedness. Technology Needs Assessment Project

TNA Project Objectives a) To identify and prioritise mitigation and adaptation technologies for selected sectors; b) To identify, analyse and address barriers hindering the deployment and diffusion of the prioritised technologies, including the enabling framework for these technologies; c) To conduct, based on the inputs obtained from the previous two steps, a Technology Action Plan, which is a medium/long term plan for increasing the implementation of identified technologies. Sustainable Pathways – Protected Areas & Renewable Energy

SPPARE Project 1. Formalize an agreement for the SIRF Environment Fund to receive profits from renewable energy systems (see component 2.) and increase revenue for Protected Areas System by $2 million annually;  2. Pilot installation of 1-4 MW wind and/or solar energy (which would generate an eventual estimated minimum of $700,000/year for PA management) with feasibility scale up of up to 50% of the AB’s energy needs at 25MW.  3. Improve management effectiveness of a financially sustainable pilot protected area – Mount Obama National Park, and; 4. Antigua & Barbuda Sustainable Low-Emission Island Mobility Project

SLIM Project What is SLIM? The SLIM Project is a transformative national initiative led by Antigua and Barbuda’s Department of Environment. It aims to reduce greenhouse gas emissions, strengthen climate resilience, and modernize transportation through the adoption of electric mobility and renewable energy. SLIM stands for Sustainable Low-Emissions Island Mobility. The project supports a national transition to electric vehicles (EVs), solar charging infrastructure, and climate-smart transport systems, ensuring sustainability, equity, and long-term resilience. Project Components    1. Institutionalizing E-Mobility Creating the policies, frameworks, and capacity needed to embed e-mobility into national development. This includes regulations, incentives, training, and standards for electric transport. 2. Demonstration Projects On-the-ground pilot initiatives showcasing electric vehicles and renewable-powered charging stations across Antigua and Barbuda. These serve as proof-of-concept for broader adoption. 9 electric buses are currently in operation with the Antigua and Barbuda Bus Association (ABBA) and 2 electric minivans are used by the EMS. 3. Scale-Up & Replication Designing strategies to expand successful pilot models nationwide—across sectors like public transport, freight, and private fleets. 4. Long-Term Sustainability Establishing systems to manage vehicle lifecycles, battery disposal, grid integration, and inclusive workforce development to ensure the transition is just and lasting.
