SLIM Project What is SLIM? The SLIM Project is a transformative national initiative led by Antigua and Barbuda’s Department of Environment. It aims to reduce greenhouse gas emissions, strengthen climate resilience, and modernize transportation through the adoption of electric mobility and renewable energy. SLIM stands for Sustainable Low-Emissions Island Mobility. The project supports a national transition to electric vehicles (EVs), solar charging infrastructure, and climate-smart transport systems, ensuring sustainability, equity, and long-term resilience. Project Components 1. Institutionalizing E-Mobility Creating the policies, frameworks, and capacity needed to embed e-mobility into national development. This includes regulations, incentives, training, and standards for electric transport. 2. Demonstration Projects On-the-ground pilot initiatives showcasing electric vehicles and renewable-powered charging stations across Antigua and Barbuda. These serve as proof-of-concept for broader adoption. 9 electric buses are currently in operation with the Antigua and Barbuda Bus Association (ABBA) and 2 electric minivans are used by the EMS. 3. Scale-Up & Replication Designing strategies to expand successful pilot models nationwide—across sectors like public transport, freight, and private fleets. 4. Long-Term Sustainability Establishing systems to manage vehicle lifecycles, battery disposal, grid integration, and inclusive workforce development to ensure the transition is just and lasting. This initiative is aligned with the national strategy for sustainable mobility and hazardous waste mitigation. The workshop should help participants align themselves without international standards using locally and regionally available resources. Purpose & Objective of Consultancy The purpose of the consultancy is to conduct a Midterm Evaluation (MTE) of the GCF project titled “Resilience to Hurricanes in the Building Sector in Antigua and Barbuda”, funded by the Green Climate Fund (GCF) and implemented by the Department of Environment (DoE) in Antigua and Barbuda. The evaluation will provide an independent assessment of the project’s implementation progress, effectiveness, efficiency, relevance, and likelihood of achieving its intended outcomes. The evaluation will also identify lessons learned, areas for improvement, and recommendations for corrective actions to ensure successful project completion. The consultancy will provide an unbiased and comprehensive evaluation that adheres to the Evaluation Policy for the Green Climate Fund. The consultancy will provide recommendations to improve the effectiveness and efficiency of the project in its remaining duration and help guide its successful completion. The findings and insights from the midterm evaluation will also inform future climate adaptation initiatives, particularly in the context of building resilience to hurricanes in Small Island Developing States (SIDS).
