Purpose & Objective of Consultancy The Terms of Reference is framed within the context of the United Nations Convention to Combat Desertification (UNCCD) 2018–2030 Strategic Framework, the Performance Review and Assessment of Implementation System (PRAIS) reporting mechanism, and the Barbados Programme of Action (BPoA) for the Sustainable Development of Small Island Developing States (SIDS). This initiative is aligned with the national strategy for sustainable mobility and hazardous waste mitigation. The workshop should help participants align themselves without international standards using locally and regionally available resources. Consultant for Midterm Evaluation – ‘Resilience to hurricanes in the building sector in Antigua and Barbuda’

Purpose & Objective of Consultancy The purpose of the consultancy is to conduct a Midterm Evaluation (MTE) of the GCF project titled “Resilience to Hurricanes in the Building Sector in Antigua and Barbuda”, funded by the Green Climate Fund (GCF) and implemented by the Department of Environment (DoE) in Antigua and Barbuda. The evaluation will provide an independent assessment of the project’s implementation progress, effectiveness, efficiency, relevance, and likelihood of achieving its intended outcomes. The evaluation will also identify lessons learned, areas for improvement, and recommendations for corrective actions to ensure successful project completion. The consultancy will provide an unbiased and comprehensive evaluation that adheres to the Evaluation Policy for the Green Climate Fund. The consultancy will provide recommendations to improve the effectiveness and efficiency of the project in its remaining duration and help guide its successful completion. The findings and insights from the midterm evaluation will also inform future climate adaptation initiatives, particularly in the context of building resilience to hurricanes in Small Island Developing States (SIDS). Purpose & Objective of Consultancy The Department of Environment, is seeking qualified and experienced individuals for the position of Consultant – Videographer / Media Production Specialist The objectives of the Consultancy are – Produce four high-quality short films (5–10 minutes each) to document and promote the SLIM Project’s goals, community impact, and outcomes. – Produce 4 teaser videos (30-60 seconds each) for each film for social media usage Scope of Work The scope of work is understood to cover all the activities necessary to accomplish the stated objectives of the project including but not limited to the following: Pre-production: Planning, scripting support, location scouting, and scheduling interviews in collaboration with the DOE. Filming: Capturing high-quality video and audio at various SLIM project sites, events, and relevant locations across Antigua and Barbuda. Post-production: Editing, sound design, color correction, captions/subtitles, and delivery in digital formats.
